Each state regulates charities differently. Fines for violating rules can be significant. It is helpful to include a copy of the IRS complaint (Form 13909) that you completed with the complaint you are filing with your state charity regulator.

Anyone can submit a complaint to the state regarding a non-profit; being a donor is NOT a requirement.

42 states, plus DC, require 501(c)(3) non-profits to register prior to soliciting donations. States not currently requiring registration:  Delaware, Idaho, Indiana, Iowa, Montana, Nebraska, South Dakota, and Wyoming. Did #WalkAway pre-register in all states?
